For the signature, recent SSC notifications specify a JPEG of 10–20KB, roughly 4.0cm by 2.0cm, clearly scanned and legible. The notice is explicit that blurred or miniature signatures will be rejected outright, which is a stricter standard than most portals apply.
The photograph is handled differently now: rather than uploading a file, candidates capture it live through the application, against a plain background, with no cap, mask or spectacles, looking straight at the camera.

Sign in black ink on plain white paper, then photograph it in daylight rather than under a ceiling light — overhead lighting throws a shadow from your own hand across the page, and that grey cast is what makes signatures look faint after compression.
Crop to the signature with a small margin around it. Do not upload a photo of the whole sheet; the size limit is calculated on the whole image, so most of your budget would be spent storing blank paper.
